What a difference a fresh herb makes!  

Even the smallest apartment has room for a pot of herb or a larger pot with a harmonious arrangement of herbs with similar watering needs ie. rosemary and thyme.  Most garden centers sell herbs all year 'round. Absolute minimum?

A pot of thyme and a pot of chives. Water when dry and place in a sunny spot.  Trim regularly and they will continue to supply you!
